This is an operations-level group comprising representatives from all the municipalities – professionals who are expert in what is being done in the municipality. The referees are the connecting link between the officials in the municipality and the residents and initiators in the field, and between the municipalities and the different forums in the framework of The Partnership.

This group meets monthly, learns about the challenges in the different municipalities and promotes shared thinking with a regional focus in order to advance solutions to shared problems.
